City of Patterson Breaks Ground on Largest Infrastructure Improvement Project in City’s History

PATTERSON, CA – June 25, 2025 – The City of Patterson broke ground this morning on Phase 3 of the Water Quality Control Facility’s (WQCF) Wastewater Treatment Expansion Project. This project is the largest infrastructure improvement project in the city’s history, with an estimated investment of $28.4 million.

This crucial project marks a major milestone in modernizing and expanding Patterson’s wastewater infrastructure. The improvements will significantly enhance the facility’s overall treatment capacity and ensure the city meets future demands driven by anticipated community growth and development.

“As our community continues to grow, so must our infrastructure,” expressed Fernando Ulloa, City Manager. “The investment in our wastewater infrastructure ensures that the city is not only keeping pace with development but also planning ahead.” 

The WQCF is made up of two critical treatment systems: the North Activated Sludge Treatment System (NASTS) and the South Activated Sludge Treatment System (SASTS). The project will elevate the treatment capacity of all three systems to meet anticipated higher flow requirements and all while maintaining quality standards.

Improvements include:

  • Upgrades to influent pump station, headworks, operations systems and programs, and both the north and south plants
  • Installation of a membrane bioreactor (MBR) superstructure
  • Construction of sludge dewatering and drying infrastructure
  • Paving of access roads

This project reflects the City of Patterson’s continued commitment to sustainable infrastructure, ensuring reliable and high-quality wastewater treatment for generations to come.
