What do I need to provide to sign up for services?

You will need:

• Service Address
• Social Security Number
• Copy of Photo ID
• Mailing Address if Different than Service Address
• Contact Telephone Numbers
• Date of Birth
• If Owner - Ownership Papers (Grant Deed or Final Escrow Settlement Statement)
• If Renter - Lease/Rental Agreement and $113.00 deposit or letter of credit. 
• There is a 3:00 PM deadline for same-day service.

Bills Are Due and Payable the Last Day of Every Month.
Bills That Are Not Paid Will Have a Late Fee Assessed.

BILLING EXAMPLE FOR THE MONTH OF JANUARY:
Around the middle of December your water meter is read. The water usage is calculated from the last meter read to the new meter read. This water usage, plus the meter fee, the sewage fee, and the garbage fee, comprises the charges for December. These December charges are billed and mailed the first week of January. This is your January bill. You have until the last day of the month, of January, to pay this bill.

If payment isn't received by the last day of the month of January, a 15-Day Notice is printed on your February bill, which is mailed out the first week of February. Your February bill will show the balance of your past due January bill plus your current February bill.

The 15-Day Notice generates a $17.00 Late Fee. You have until February 15th to pay the previous January bill plus the late fee. If this is not paid by the 15th there is a second $17.00 Late Fee, and a 48-Hour Notice is generated. To keep service from being shut off you'll need to pay the previous January bill plus the late fees before the date on the 48-Hour Notice. If this is not paid before the date indicated on the 48-Hour Notice, the utilities are shut off. Once the utilities are shut off, there is an additional $34.00 administrative charge applied to balance. The previous unpaid January bill plus all late charges must be paid to restore service. This process repeats itself every month.

Information/notice regarding payment with Debit/Credit card or Business/Personal Check and associated fees related to returned payments due to non-sufficient funds (NSF)

• First Offense
  • A fee of $28.00 will be assessed for the first instance of a returned payment due to NSF.
• Second Offense
  • A fee of $35.00 will be assessed for the second instance of a returned payment due to NSF.
• Third Offense
  • A fee of $35.00 will be assessed for the third instance of a returned payment due to NSF.
  • In addition, upon the third offense, no further payments will be accepted via debit card, credit card, personal check, or business check for a period of 24 months from the date of the third offense.
  • During this restriction period, only certified funds (e.g., money order, cashier’s check, or other guaranteed forms of payment) will be accepted.

Additional Notes

• All NSF fees are non-refundable.
• Customers will be notified in writing of each NSF occurrence and the resulting fees and restrictions.
• It is the customer’s responsibility to ensure adequate funds are available when payments are submitted.

Enforcement
Failure to comply with this may result in further restrictions on account privileges or services. Continued noncompliance may be referred to collections or legal action as appropriate.

BULKY ITEM PICK-UP

Bulky Items:  Single-family residential households are eligible to schedule and receive TWO (2) free Bulky pickups per calendar year-dumpster customers are not eligible for this program. This program is by appointment only and pickups are scheduled on Fridays.  Call 209-895-8040 to schedule your pick-up.

Must call to cancel by Tuesday the week of your bulky or it will count against you.

Items placed out prior to Thursday night are subject to code enforcement citation.

• Place items out the night before your scheduled pick-up
• Do not block sidewalks, fire hydrants, storm drains, garbage cans, or impede traffic
• No alley pickups - must be curbside
• Items must be placed in front of your own home - At least 1 foot away from the curb
• Small items must be boxed or bagged in disposable containers, not exceeding 50 pounds - No containers set out will be returned
• Maximum area is 3 cubic yards (3 feet by 3 feet by 9 feet) area, anything exceeding will be tagged and left

Common acceptable bulky items include:

• Furniture: sofas, love seats, chairs, tables, desks, shelving units, mattresses, bed frames, box springs, and dressers
• Tree branches no longer than 5 feet and no thicker than 6 inches in diameter
• Appliances: washers, dryers, stoves, refrigerators (cleaned out, freon removed, doors removed) water heaters/softeners, microwave ovens, and range tops (Doors and refrigerator are picked up by different drivers)
• Air conditioners
• Toilets, Sinks, Tubs, Hot Tubs (must be cut in half)
• Exercise equipment, bicycles
• Lawnmowers (gas and oil removed)
• Doors and ladders
• Carpet (must be rolled and tied, no larger than 10 feet by 10 feet)
• Outdoor Toys/Patio Furniture: lawn chairs, patio tables, patio chairs, large toys, grills (propane tank removed) and kiddie pools

Common Unacceptable Items

• No household hazardous waste: paint, varnish, motor oil, automotive fluids, car batteries, insecticide, pesticide, pool/spa chemicals, bleach, ammonia, household or shop cleaners
• No tree stumps
• No tires, automobile parts
• No dead animals
• No household garbage
• No TVs, computer monitors
• No glass or mirrors
• No construction, demolition, or remodeling materials and no dirt
• No fencing materials
• No commercial or business waste
• No basketball hoops

How do I discontinue my services? 

You will need to:

• Call the Utility Billing Division at 209-895-8040
• Verify Account by providing name and Social Security Number
• Provide Stop Date for utility services
• Provide Forwarding Address
