Revised Notice of Preparation Comment Period January 22, 2026 through February 23, 2026
On Thursday, January 22, 2026 the City of Patterson released a Revised Notice of Preparation (NOP) announcing the preparation of an Environmental Impact Report (EIR) for the City of Patterson 2023–2031 6th Cycle Housing Element. The purpose of the Revised NOP is to notify agencies and members of the public that the Initial Study has been revised to address comments received on the original NOP and Initial Study from public agencies and members of the public, as well as to correct information regarding groundwater sustainability that was not factually accurate as to the status of the 2024 Delta-Mendota Subbasin Groundwater Sustainability Plan (GSP).
In accordance with CEQA, agencies and members of the public have a 30-day period to submit written comments regarding the scope and content of the EIR.
Written comments on the Revised NOP may be directed to the City during the comment period, consistent with the instructions provided in the Revised NOP linked below. Comments may also be submitted to Joel Andrews, City Planner, via email to jandrews@pattersonca.gov.

Comment Period Extended through January 5, 2026
On Thursday, November 20, 2025 the City of Patterson released a Notice of Preparation (NOP) announcing the preparation of an Environmental Impact Report (EIR) for the City of Patterson 2023–2031 6th Cycle Housing Element. In accordance with CEQA, agencies and members of the public have a 30-day period to submit written comments regarding the scope and content of the EIR. In recognition of the holiday season and to ensure adequate time for public review, the comment period has been extended through January 5, 2026.
The City will hold a public Scoping Meeting on December 10, 2025, at 3:00 p.m. The meeting will provide an overview of the proposed project, summarize the anticipated environmental topics to be analyzed in the EIR, and offer an opportunity for agencies and the public to provide input on the scope of the environmental review.
Written comments on the NOP may be submitted at the Scoping Meeting or directed to the City during the comment period, consistent with the instructions provided in the NOP linked below. Comments may also be submitted via email to jandrews@pattersonca.gov.
