Measure L is the Transportation Ordinance and Expenditure Plan approved by Stanislaus County voters on November 8, 2016. The measure raised the sales tax in Stanislaus County on April 1, 2017, by one-half cent for a total period of 25 years to improve our local streets and roads, improve connectivity and reduce congestion.
Measure L includes strong taxpayer safeguards to ensure that the projects and programs approved by the voters are funded and delivered. A Citizens Oversight Committee has been created to provide an enhanced level of accountability for expenditures made under the Plan to ensure that all voter mandates are carried out and that the financial integrity and performance of the program is maintained.

Measure L – Current Projects
Mini Roundabout at Ward & Salado Ave: This project will consist of installing a mini traffic circle/roundabout at the intersection of Ward and Salado Avenues to mitigate the congestion that accumulates along both roads. The Project will also include design of asphalt overlay necessary dig-outs, and striping along Ward Avenue, from American Eagle Ave to 9th St and Salado Ave from Ward Ave to 7th St.
I-5/Sperry Avenue Traffic Interchange Project: Between Westley and Crows Landing Intersections. The design of this project was divided into two phases. Phase I and Phase II of the project was awarded to NCM Engineering. The design of the project is currently 65% complete. The project involves converting the I-5 Southbound (SB) and I-5 Northbound (NB) on/off ramps at Sperry Avenue to signal control with split phasing sequence. The geometry proposed involves modifying the I-5 SB ramps intersection to include an exclusive left and a shared left, through and right lane at the southbound off ramp, an exclusive left lane and a shared left and through lane at the westbound approach and two through lanes with a shared right turn lane at the eastbound approach. At the I-5 NB Ramps intersection, the lane geometry modification involved providing a shared left and through lane and two exclusive right turn lanes at the northbound off ramp, two through lanes and an exclusive right turn lane with a right turn channelized island at the westbound approach and a shared left and through lane and exclusive through lane at the eastbound approach.
Sperry Avenue: will be modified to a four-lane roadway (east-west bound) requiring the existing 2-lane bridge over the California Aqueduct to be widened to four-lanes by adding an additional lane on either side of the existing bridge. The outer abutments to accommodate the proposed two additional bridge lanes are existing. This project is currently in the design phase.
